Burnside Centre is working jointly with The Lighthouse Project to undertake hyper local system-change work in Middleton, as part of a wider cohort from Rochdale Borough. Kerry and Carl have outlined a clear intention for their system change experiment, which will be supported by the £50K allocated to the Rochdale leadership cohort.
This GM leadership programme is to empower, equip and connect Greater Manchester leaders, practitioners and communities to work together in new ways to make good lives for all possible. Leaders from across the voluntary and public sector will be supported through coaching, online workshops and peer support to tackle and overcome barriers and help create a culture of prevention across GM.

GM Early Years Nurture Network October 2025 - ongoing
- To build VCFSE capacity to develop the family and peer support offer aimed at families and young children (0-5) in GM – with a particular focus on addressing inequalities and inequities that impact health, wellbeing and development.
- Strengthen collaboration between the VCFSE organisations who support GM children to have the best start in life.
- Provide a voice to the GM system to represent VCSFE sector insight and identify opportunities to use this voice to influence system decisions.
Community Voices Network and VCFSE Experiment February 2026 - 2028
This system change work focuses on health inequalities, data and strengthening the VCFSE voice on these topics. Through more robust VCFSE insights on health inequalities within our communities, we believe this can be channelled into wider strategic spaces and within system change.
Objectives of the Foundation group: The Community Voices Network will be driven forward by a Foundation Group, a small group of VCFSE organisations who want to create action to challenge health inequalities across Rochdale experienced by communities of geography, identity and lived experience. Crucially, the Foundation Group organisations will receive funding to lead vital insight-gathering experiment into the health inequalities faced by the communities they support.
Foundation members: Kerry (Burnside Centre/Rochdale Community Consortium), Molly (Rochdale Community Consortium), Erica (Creative-Health), Amena (Rochdale Gateway Leisure) and Juice (Kaskosan)
Objectives of the Network: It will create connections between grassroots VCFSE organisations supporting our communities experiencing the deepest health inequalities, with system partners who can enable change and equity in our borough. The Community Voices network, its aims and activity will be co-produced with the Foundation Group and wider network, but it has the potential to be a space where funding is co-produced, research and engagement opportunities are promoted, collaborations can be formed and best practice can be explored.
Rochdale’s Community Voices Network is funded by the NHS GM Community Voices programme, a two-year programme bringing a £1 million investment into Greater Manchester’s VCFSE sector to enhance local community insight-gathering capabilities. The programme is driven by communities and delivered collaboratively with VCFSE Local Infrastructure Organisations across GM's 10 boroughs. Action Together are leading the implementation within Rochdale.
